Additions that make VPPAdminTools faster to live in.

For server admins

• Liquid-aware spawning. The Item Manager's spawn tab gains a liquid dropdown when the selected item is a liquid container: blood bags and containers offer the blood types (plus saline); every other container offers all registered liquids, modded ones included. The spawn runs through VPP's own path and the liquid is applied server-side.
• Borderless admin night vision. A dedicated post-process filter (COT-style) with no goggle mask that survives every camera, ADS and optics change — and coexists with COT if you run both.
• Player Manager state toggles. Admin NVG, Ignored by Creatures and Ignored by AI, injected into the State & Effects section in VPP's own button style; each button doubles as a live indicator of the selected players' current flags.

Requires VPPAdminTools. Admin-facing only — players see nothing.
